Commenting on other blogs is an easy way to get exposure to your site or blog. You may need to visit several blogs for finding information or content you need. After reading the blog, just leave a comment.Do you know why you are recommended to do so? Because, they provide BackLinks to your blog or site.
What's actually happening if you leave comments on other related blogs? Whenever the blog author sees your comment, naturally he or she visits your blog soon, if and only if you have given a link to your blog along with your comment. This way, you can really gain some natural traffic to your blog and that means, you can earn more from your blog . It will be very helpful if you have placed Adsense ads in your blog.
If you direly need traffic to your site, then you must comment on blogs if you find topics really interesting. For that, you have to visit blogs with topics of your interest.
For Example : If you want something to know about online money making techniques, just visit those blogs with related topics and comment on them.
Your comment may be of any form such as praising, greeting, providing related information, thanking, follow-up questions, expressing your opinion in the form of agreement or disagreement or even in the form of invitation to visit your pages. But your comment should not be an open criticism as it may upset or discourage the author and which in turn causes some negative effects on you.
If you are confident about the quality of your content in your blog, then feel free to ask the authors of other blogs for a link exchange, which is a powerful way for getting unique hits to your blog. Sometimes in the case of blogs with high and targeted traffic, you have to state a genuine reason for the request of link exchange with their blog.
Suggestion : It would be nice if you use Open Chat Box in the sidebar of your blog so that visitors can easily comment on your blog. (Like the one I placed in my sidebar).
Remember : While commenting on other blogs, the blog author should not feel like that you have commented for getting traffic to your own blog. If so, you will not gain anything. So, comment on blogs by following the measures that I mentioned above.

Nice article. I know some newbie internet marketers don't really understand backlinks but I think you have done a nice job of explaining it.
One thing I think is worth mentioning though is how to find blogs of interest like using Googles Blog Search, ect.

But it's not difficult to find out blogs or sites holding topics of your interest. In fact, that's the most easiest thing. But it takes time. Practice regularly like 5 or 10 visits per day. So, you will never feel it difficult.
